Henry The Nose Waxman complained that “these contracts give companies an incentive to increase costs”. One of the “problem contracts” identified by The Nose was a no-bid, $500 million contract held by Perini Corp. to reconstruct southern Iraq’s electrical grid. I guess he missed who owns Perini.
So who own’s Perini yelling loser boy – Richard C. Blum. Again yelling loser boy, who is Richard C. Blum? Ex Milcon leader Senator Dianne Feinstein’s husband.

When you dig deeper into the report Perini has a bunch of these “bundled contracts” from the Army Corps of Engineers for in the Middle East activities for $1.725 MMM (billion – yelling loser boy). Perini also has a U.S. Air Force open-ended contract for military construction and environmental cleaning at closed military bases. Perini shares that $15 billion award with several other firms, including URS. It was no bid yelling loser boy.
Now who owned $MM of URS Stock yelling loser boy – Richard C. Blum. He sold it for a big time profit after this. Again yelling loser boy, who is Richard C. Blum? Ex Milcon leader Senator Dianne Feinstein’s husband. Reminds you of $100K cattle futures huh?

Sorry, but you’re flat out wrong. Congress apportions the funds and has the authority to review contracts before they’re accepted. But the process of selecting a private sector firm for a contract is administered by the agency, in this case the Department of Defense, that is purchasing the good or service in question.
Feinstein’s ethical issues stemmed from the fact that she did not recuse herself from the congressional review process conducted by the committee, not because the committee initiated and awarded the contracts.
