Anyone who knows anything about this area could understand that a storm of this magnitude could do this much damage without a direct hit. The Superdome didn’t even have chemical toilets like Houston does and I suspect Houston is not at certain risk to have their sewers backed up city wide.
Who were the first responders in New York and Washington on 9/11?
They were the local fire departments and police. Where were the New Orleans police. As far as I can tell, they disappeared. Why couldn’t a N.O. police officer talk to the city’s emergency command post. As far as I can tell, N.O. did NOT have an emergency command post that could survive a near miss by a VERY PREDICTABLE hurricane. Why was at least one N.O. hospital’s emergency generator in the BASEMENT when the potential for near instantious flooding was well known.

The majority population of NOLA was poor. They stayed because they had no choice, no car, and no money to get a bus or train ticket, no way to get out. They live from paycheck to paycheck (those that have jobs, unemployment in Delta is among the highest in the country), and the only reason they do not starve to death is the meager government assistance provides for them. Their homes are death traps, substandard even before the flood, but the only game in town.
I’m ashamed to admit I was a Reagan Republican 25 years ago. I believed the right wing propaganda that self reliance and individualism made the man, that government assistance only made you dependent, that if you were poor it was because you were lazy and did not work hard enough.
Then came the mid 90’s and the war on Clinton, and I had my epiphany. I found out about crony capitalism, about corporate welfare, and the efforts of the 1/100th (the 1/100th of 1% of the richest people in America, around 27,000 greed heads) to loot the public purse at the expense of the poor, destroy the middle class, and bring back the gilded age of the robber barons.

They did use some of the buses before Hurricane Katrina to move people to the Superdome. But then they parked all the buses (hundreds of school buses and hundreds of public transit buses) in low lying areas where they got flooded and became unusable.
Keep in mind that only 80% of New Orleans is flooded. The remainder is actually above sea level — in some places over 15 feet above sea level. If you look at the map in this link, and click on some of the squares next to the Mississippi River, you will see vast sections of dry land where the buses could have been parked:

It seems fashionable to put all the blame on Bush, when there was years of total neglect by local officials, and no effort whatsoever made to help poor local residents leave the city prior to the hurricane.
Had this storm been stronger (the 175 mph winds of Sunday morning, vs. the 145 mph winds of Monday morning) and/or 20 miles to the west in its track, the entire city could have been suddenly submerged in flood waters 25 feet above sea level — over 40 feet total water in some places.
Had that happened, 50,000 to 100,000 people could have died, instead of two or three thousand. Would Bush have been to blame for that potential tragedy as well?

It is really sad. There is (was) a large poverty population in New Orleans — about 30% of its 485,000 (former) inhabitants. About 70% of the city’s population was black, and about 90% of the poverty population was black. Most of the black poverty population lived in all-black (or almost all-black) neighborhoods, most of which were substantially below sea level (often minus 15 feet or more). Many of them didn’t have cars at all. Those who did — often they were only good for short trips in town, and not reliable on the road. And in any event, not much money to travel, much less spend on a hotel for an evacuation.
(It should also be noted that the economy in New Orleans was extremely weak. If these poor folks were able to work, there simply weren’t any decent jobs available in New Orleans.)
Any idiot could have seen this coming — this potential disaster was no secret. And it was no secret that such a storm could have killed nearly all of these folks. All it would have taken would be for the eye of the storm to pass over the city, with a storm surge of at least 20 feet at the city — and nearly everyone left behind in the below sea level neighborhoods would have died.
But nobody cared. Least of all the Democrat power structure in Louisiana, which depended on the votes of New Orleans blacks (especially the poor all-black neighborhoods which would usually vote at least 95% Democrat) to win statewide elections.

I think Brian Williams of NBC News said it best. He said he has covered countless disasters overseas and the American government was always Johnny on the Spot and dropped huge loads of water and food immediately from helicopters to tide people over until ground and other people could arrive. He asked why that could not have been done at the convention Center and other locations around NO. I have yet to hear a good answer.
Brown is a very generous man. He made sure that even people mostly good god fearing Republicans were taken care regardless of whether a hurricane choose to visit them or not. I don’t think the people of NOLA have anything to worry about.

In a Jan. 24 news release, Wexler added: “On Monday, January 11, FEMA held a news conference acknowledging that they made $12 million in overpayments to 3,500 individuals — blaming these overpayments on a ‘computer glitch.’ FEMA, however, continues to deny additional systematic problems and cites the National Oceanic Atmospheric Administration (NOAA) to prove that there were legitimate hurricane conditions in Miami-Dade. Yet, according to the Sun-Sentinel, NOAA has refuted the weather maps FEMA claims to
have obtained from them. As the head of FEMA, Under Secretary Brown oversees federal disaster response and recovery operations, and it is negligent of him to refuse to accept responsibility for its agency mistakes.”

It’s a long article and a must-read. I suspect one of the boys will summarize it in the morning. It’s from Sunday’s Washington Post and is incredibly damning.
In a nutshell, Bush destroyed FEMA. FEMA and others have been worried for a long time about a looming disaster in New Orleans, but the administration gave those concerns short shrift. Even Bush’s former head of FEMA admits that what happened to New Orleans was the one big event other than a terrorist attack that always worried him. Then why is that the new head of FEMA and Bush and Homeland Security now claim they never expected this to happen?
Because they’re liars. And Bush is inept and nothing more than a figurehead. And because of their lies, and Bush’s total unfitness for any job other than ceremonial queen, people died.

Daley said the city offered 36 members of the firefighters’ technical rescue teams, eight emergency medical technicians, search-and-rescue equipment, more than 100 police officers as well as police vehicles and two boats, 29 clinical and 117 non-clinical health workers, a mobile clinic and eight trained personnel, 140 Streets and Sanitation workers and 29 trucks, plus other supplies. City personnel are willing to operate self-sufficiently and would not depend on local authorities for food, water, shelter and other supplies, he said.

And just as importantly, why are the White House and FEMA now claiming that they had no idea Katrina was going to be this bad when the president declared an emergency in Louisiana last Saturday, two days before the storm even hit?
Note the specific language from the White House Web site:
Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. Debris removal and emergency protective measures, including direct Federal assistance, will “At its discretion.” FEMA was given blanket authority by the president, a week ago, to do whatever it deemed necessary to help with this “emergency.”
So, we’ve uncovered yet another lie from the White House and FEMA. FEMA had the authority to intervene a week ago. And Bush declared Louisiana an emergency a week ago, then promptly stayed on vacation another 5 days in spite of the fact that he clearly knew this was an emergency.

But perhaps the greatest disappointment stands at the breached 17th Street levee. Touring this critical site yesterday with the President, I saw what I believed to be a real and significant effort to get a handle on a major cause of this catastrophe. Flying over this critical spot again this morning, less than 24 hours later, it became apparent that yesterday we witnessed a hastily prepared stage set for a Presidential photo opportunity; and the desperately needed resources we saw were this morning reduced to a single, lonely piece of equipment. The good and decent people of southeast Louisiana and the Gulf Coast – black and white, rich and poor, young annd old – deserve far better from their national governmeent.
