Well, at least Mike?™ McGavick is finally making an effort to talk about an issue:
Republican U.S. Senate hopeful Mike McGavick has proposed mandatory substance-abuse screening for welfare recipients with children.
In a speech to the Pasco-Kennewick Rotary on Wednesday, the former Senate aide and Safeco Insurance CEO proposed a “three-strike” requirement that could lead to mandatory drug-abuse testing and treatment, reduction of direct cash benefits and, in some cases, removal of children from the home.
Yeah… because… most people who have gone through the foster care system would tell you that they’d much rather do that than be with their parents and siblings.
Don’t get me wrong, I’m all for providing more treatment to parents with substance abuse problems, and I certainly recognize that there are times when removing the children from the home is in their best interest. But this “three strikes” crap is exactly the kind of pandering, simplistic campaign rhetoric that gets turned into pandering, simplistic law.
Washington state’s own assistance programs already include substance abuse screening, and uncooperative clients can be removed from the rolls. And of course Child Protective Services can already remove children from the home if the caseworker believes substance abuse is endangering their welfare.
Leaving aside the obvious irony of Mike?™ calling for a crackdown on substance abuse, I guess my biggest question for the candidate would be whether he has a dollar figure attached to his proposal, and how he expects to pay for it?
UPDATE:
The Seattle P-I editorial board chimes in:
He talks about help for states that would implement his ideas. That’s fine, except that states are overwhelmed with foster care challenges without mandating that more children be taken from their homes. Then there’s the shortfall in mental health care and treatment for all forms of abuse (including alcohol, which he overlooks). We’d like to see McGavick confront those politicians who slight these needs.
(The emphasis is mine.)

McGavick doesn’t care if this proposal is implemented or not. All he cares about is that it does one thing: It reinforces the prejudice that welfare recipients are immoral, drug abusing, leeches on society who would disrupt their families to smoke a joint. And since that’s the message, then McGavick’s opponents end up arguing for rationality, which in this case means that those opponents are soft on crime, promote drug abuse, and want to give money hand over fist to drug abusing parents of children.
There is no other reason why this proposal exists. If McGavick is elected, we will never, ever hear anything more about this proposal from him. Because if we did, that means it might get enacted, and if it got enacted, then no other scumsucking Republican could re-use it.
That’s how these dirtbags operate. They only want power, not good governance. This single item, more than any other, convinces me that McGavick is just a Republican big-bidnezz shill, and that, to him, the responsibility to represent the state of Washington is just a stepping-stone on his career path towards the corruption-soaked world of lobbying.

McGavick’s comments are typically social Darwinist with all the heartless condescension traditionally contained therein.
Funny how he neglects to mention white collar cocaine snorters and their children. Its the usual shameless exercise in hypocisy we have seen so many times from Republicans whose propaganda is more remarkable for what it leaves out than for what it contains.
McGavick’s substance abuse stance amounts to much less than meets the eye.
Since 2000 Washington State has gone from being number 28 in the nation for domestic marijuana production, to being in the top ten, the dollar value of our state’s marijuana crop ranks only slighly lower than the annual cherry crop, at around $230,000,000. He doesn’t mention that, and he never will.
So, it seems to me, what we can expect from McGavick if he gets elected is everything we see from George Bush, and McGavick’s mentor Sen. Ted Stevens, the total right wing program. McGavick will never serve the people of this state, he will serve money, and the people who give it to him, everybody else will be on their own to sink or swim as best they can.
Right now Maria Cantwell is 17 points ahead of McGavick in the polls, I’m not normally a religious kind of a guy, but tonight at bedtime, I’m going to get down on my one good knee, and thank God for those seventeen points!

Forgiveness also does not imply that we should allow them to go on hurting others, nor that we should somehow forget what they have done. Our safety requires us to remove them as a threat, and my religion does not contradict this.
It does require that I do so without hate, without bitterness and without anger. Revenge, as we normally consider it, is not an option for me.

Hey Mark, lets just expand the torture rule to include thieves and murders. We can just do away with the legal system, withdraw from all international treaties and become just like, oh, I don’t know, Saddam’s Iraq.
While the quote from a trapped victim is indeed sad and heart wrenching, it is not reason to begin the systematic killing and torture of those we deem guilty without benefit of trial. If we did, we become no better than the enemy.
Sometimes I wonder where you and the other WingNuts left your brains and reason. All I hear from you is selfishness, greed and hate. There is a time to fight. When there is need for torture to save lives immediately, we have military officers who recognize, and accept, the consequences of such action. They do what they consider to be their duty, add to it their moral belief and gut feeling, then when they have done what may very well have been necessary to save lives, they turn themselves in and accept the punishment. All the while standing proudly. This is a definition of a MAN. Something you know nothing about. To change the rules, to allow for open torture is to give license to lesser, sadistic men to torture without repercussion. I am willing to accept that a good man, a strong man, may make a decision, to violate the torture rules. In my mind, it is to his benefit to have those rules there. There will be the outcry of “he must have had reason” and he saved X number of lives that otherwise would have been lost, thereby mitigating his actions.
I don’t want military or CIA personnel deciding someone knows something and then commence to beating the living crap out of him. What if they are wrong, what if there is a case of mistaken identity? How do we punish our personnel for that? Do we just tell the victim “Oops, sorry. You looked like a terrorist”.
Your support of this won’t hold water. There are no parameters possible to enable this kind of behaviour from a civilized people.

Pacifism Fails Again
Pacifism Fails Again: Suicide Bombings Prove We are All at Risk
By Ray D..
Not participating in the Iraq war didn’t spare Saudi-Arabia or Turkey from Al-Qaeda terrorist attacks. That bogus justification for not participating in the war was buried for good along with the victims of Al-Qaeda terrorism this past weekend. Today, several new bombings in Istanbul further exploded the myth that pacifism could fend off or spare a nation the wrath of fanatical Jihadi suicide bombers. These attacks are further proof that Al-Qaeda terrorism is not Iraq or Israel specific. The Islamo-facists behind the attacks also don’t seem to care about the prospect of killing innocent Muslims. The simple fact is that no person and no nation is safe from this type of terror.
The question is how long will Germans continue to minimize and talk-away the Al-Qaeda threat? The Djerba attack, in which over a dozen Germans were murdered by a suicide bomber, was completely minimized by the media. Will Germans wait until there is a massive attack here or will they finally wake-up to the real danger? The German media has drooled over every American casualty death in Iraq, displaying a truly sick anti-American schadenfreude. When will the media start to report on the people murdered by Al-Qaeda? What about the victims lying in Saddam’s mass graves?
Right now, Germans see George Bush as a threat to world peace on the same level as the Al-Qaeda terrorists. The systematic disinformation of the German people by their own media is making meaningful communication between most Germans and Americans particularly difficult. George Bush has been demonized so severely that he is seen as a sort of Satan re-incarnate. According to a SPIEGEL survey earlier this year, 31% of all Germans under the age of 30 believe the US government was behind the September 11 attacks. The unrelenting one-sidedness and bias of the state-subsidized media has left an entire nation in the dark as to who its true friends and true enemies are. Germany has lost its way in the world, hate mongering anti-American books top the best-seller lists. The damage done will take years to repair and will likely never be healed entirely.

MRR, it is RASSMUSSEN Moron: here are some selected results for you to ponder, boy.
Incumbent Democratic Sen. Maria Cantwell now leads Republican challenger Mike McGavick 52% to 35% (see crosstabs). She led by six in the previous poll.
The current survey is the first conducted since McGavick’s admission of a drunk driving incident earlier in his life.
These results mark the first time since February that Cantwell has reached the 50% level of voter support. Rasmussen Reports is now shifting this race from “Leans Democrat†to “Democrat†in our Senate Balance of Power ratings.
Forty-seven percent (47%) of American adults approve of the way that President Bush is performing his job. Fifty percent (50%) disapprove. Those are by far the best numbers for the President since mid-February.
However, what our friend MRR did not mention was the following:
Since this is just the third day of a bounce, it remains to be seen whether this reflects lasting change or is nothing more than statistical noise. The Rasmussen Reports daily updates are based upon nightly telephone interviews and reported on a three-day rolling average basis. Most of the interviews for today’s update were completed after President Bush’s address to the nation three nights ago. Friday’s results will be the first based entirely upon interviews conducted after the speech and after the 9/11 anniversary.
Bottom line, the spike appears to be temporary. With Ney pleading guilty, Colin Powell handing W his ass on a platter, and the other various and sundry matters that are dogging the present administration, look for steep declines in the presidents popularity. Also the defeat in the Senate over the torture rules is a clear sign of disappearing support for this administration from within its own ranks.

JDB spews:
Representative Bob Ney, Republican of Ohio, has agreed to plead guilty to federal criminal charges related to his dealings with the corrupt lobbyist Jack Abramoff, lawyers and others with knowledge of the investigation said Thursday.
A guilty plea would make Mr. Ney, a six-term congressman, the first member of Congress to admit to criminal charges in the Abramoff investigation, which has focused on the actions of several current and former Republican lawmakers who had been close to the former lobbyist.
People with detailed knowledge of the investigation said Mr. Ney had entered an in-patient rehabilitation facility in recent days for treatment of alcoholism, making it uncertain whether he would appear at a court hearing to announce the plea. Lawyers and others would speak only anonymously because of concern they would anger prosecutors.
They said the agreement with the Justice Department — and the exact criminal charges, which are expected to include conspiracy and false statement — would be disclosed in Washington as soon as Friday and would probably require Mr. Ney to serve at least some time in prison.

Mandatory testing would probably not survive a constituional challenge.
That said, treatment programs for TANF recipients have been shown to improve outcomes such as length of emlpoyment, nad typically return more dollars in benefits than are expended in programs.
It has been my experience that substance abuse treatment programs are not sufficiently punitive for Republicans to support them.
Mike! seems to be trying to shore up his base here, because this is not an issue on which you can pick up a lot of moderate votes. That looks desperate to me. It also seems to be “noise” to distract from the national issues on which this election turns.
