Geithner hears Democrats’ economic anxieties

WASHINGTON — Treasury Secretary Timothy Geithner urged House Democrats to be patient with President Barack Obama’s young administration on Monday as lawmakers conveyed the frustrations of their economically anxious constituents.
Rep. Lois Capps, D-Calif., said her colleague, Rep. Carol Shea-Porter, D-N.H., implored Geithner: “Hurry, whatever you’re doing, please hurry.”
Geithner addressed House Democratic members for nearly two hours Monday evening in a closed session in the Capitol. He sought to reassure them that Obama’s administration has acted quickly to respond to the recession and the financial crisis.
“The members of the caucus clearly raised great concerns that the American people have about the amounts of money involved and the effectiveness of that money,” House Democratic leader Steny Hoyer, D-Md., said.
Asked whether he was reassured that the administration policies were working, Hoyer said: “Secretary Geithner indicated that he believes that what we’re doing is working.
“The problem with working is that that means it’s not getting worse,” he added. “The boat is not taking on more water, but you haven’t yet pumped it out.”
Members interviewed after the session described a polite session without rancor. But they said many members reflected the political challenge they faced explaining the policies of a president of their party to a public angry over bank bailouts and an unending recession.
Improving the political climate is crucial if the administration wants to seek further measures from Congress, especially additional money to help the financial sector shed some of the toxic assets that have frozen credit.
“We’re stuck in the middle,” said Rep. Earl Pomeroy, D-N.D. “Some view a growing risk that the politics are deteriorating to the point that any further response can’t pass Congress, even though from a financial standpoint a further response is highly warranted.”
The Obama administration has not requested additional money yet. But it included a $250 billion financial industry “placeholder” in its budget. The money represents the cost to the government of using up to $750 billion to purchase bank assets.
Geithner told lawmakers he planned to announce his economic team for Treasury this week. Democratic officials said Geithner was questioned about the adequacy of staffing at the department. The Rasmussen Reports daily Presidential Tracking Poll for Tuesday shows that 38% of the nation’s voters now Strongly Approve of the way that Barack Obama is performing his role as President. With just a few exceptions, that number has remained steady on a daily basis between 38% and 42% since Inauguration Day.
Thirty-two percent (32%) now Strongly Disapprove of the President’s performance, the highest level of disapproval measured to date. The rising negative is driven by Republicans, 56% of whom Strongly Disapprove of Obama’s performance. Since Inauguration Day, Republican opposition has doubled.
These figures give Obama a Presidential Approval Index rating of +6, his lowest rating to date

I wrote before about how advertising agencies had convinced advertisers for years about the value of “brand consciousness” or “image” advertising. The idea was simply to make the public more aware of your company name, or to imprint some form of favorable image associated with your company or industry.
Well, I’m sure it works with the fashion and cosmetic industry. It probably also works with the car industry. It used to work for the tobacco industry, before their advertising was made illegal (remember the “Marlboro Man”?). Other industries, not so much.
In any event, advertising agencies had convinced company executives to give huge advertising budgets to agencies to create ad campaigns who’s efficacy could never really be measured. Did anyone ever really see the ad buried among the pages of that magazine sitting on someone’s coffee table? If they happened to turn to that page, did they pause long enough to take the add into their consciousness? If so, did they care (i.e., are they a potential customer)? If so, did it have any impact upon their buying behavior?
One of the aspects of the rise of the internet (and the decline of the print media) is that we can now track many aspects of the efficacy of an ad on the internet. We know how many “impressions” it had (i.e., appeared on the screen). We know how many click-throughs it might generate from customers.
Of course, advetising companies hate this. They like to sneer that internet advertising isn’t “real” advertising, and claim that it’s response rates show it isn’t affective. What they are attempting to gloss over is that we KNOW how effective the internet advertising is. What we DON”T know is how effective traditional advertising is. What the advertising agency is glossing over is that their own print advertising has, for decades, been vastly overpriced and overvalued.
The economy, however, has taken them for a tail-spin. Advertising budgets are getting slashed. Advertisers are insisting that any advertising must result in REAL and IMMEDIATE returns.
So the advertising agencies are fighting back, by trying (in a late effort) to take control of internet advertising. Their industry group is trying to set standards for internet advertising in terms of size and functionality. Moreover, they are trying to convince advertisers not to focus on click-throughs, but on paying a lot of money for a high-placement (and large) “image ad” on sites.
“The idea is to give more room for creativity to brand marketers—who, like the publishers, fret that the Web isn’t providing them the ability to get a message across that’s anything near as engaging as television or even print ads. “A disproportionate amount of money is spent on direct-response ads,” such as Google (GOOG) search ads and “click-here” pitches for credit reports or dating sites, says Martin A. Nisenholtz, senior vice-president for digital operations at the New York Times Co. “The Web should be getting more branding dollars.”
The new formats are a clear shot across the bow of ad networks. Many of these middlemen, which serve as brokers between advertisers and Web sites, are focused on delivering those direct-response ads by the ton. The ad units will be available only through the direct sales forces of OPA members, which don’t include ad networks and most portals such as Yahoo (YHOO). However, ultimately advertisers and agencies will be able to run these or similar ads anywhere if they see they’re getting results.”
I would agree that having to many low-value ads tends to diminish the value of the other ads. But I’m suspicious of industry attempts to gain control of the on-line advertising market.
