The Oklahoma flag flying in front of the building was a big clue.

Just chiming in, but if the flag wasn’t a giveaway, you left enough of the name of the street along the north side of the building “NE 2” that it’d be easy to eliminate the vast majority of capital cities anyway, that don’t have two-letter quadrant style directionals as prefixes for the street name.
I thought Olympia at first, but the State Capitol building isn’t in the NE quadrant of Oly.
