    I thought it was the Kabul shootings, but doesn’t look like these buildings.

    I don’t think it is the US. Look at the roofs. There is not one piece of HVAC equipment on the roofs. Like an air handling unit or exhaust fan. That is highly unusual. Prison?

    @3 Not a prison. Too much landscaping, no fences. Looks like artificial turf in lower right corner.
