Not in North America, because the vehicles are driving on the wrong side of the street. That’s a river to the left. The diamond-pattern crosswalk is probably the best clue — who paints crosswalks that way? My guess is Down Under, Aussie or New Zealand (but South Africa is also a possibility), because this photo has a Southern Hemisphere feel to it. There’s a very limited number of countries with left-handed traffic, so it’s not too hard to narrow this down, it’s gotta be Britain, Australia, New Zealand, Japan, India, or southern Africa, and the houses don’t look Japanese or Indian.
