Looks like one of the older grand hotels in Quebec, Canada.

Almost Canada.
Detroit
The tall building is the Book Tower. The tennis court is on a parking garage across the street. I recognized the boulevard, which is a main roadway in the downtown area.

That didn’t take long.

I lived in the Detroit area for 6 years, and I don’t think I would’ve gotten that so quickly…
No Time for Fascists spews:
I thought it might be Detroit when I first saw it. Beautiful building but with the look of abandonment and decay in the background, and few cars on the street.

Last Labor Day weekend, I spent half a day sightseeing in Detroit. I happened to drive on this road a few times on my way to and from Joe Louis Arena and the Hockeytown Cafe. I recognized the unusual sidewalk design in the median. There was a big jazz festival going on, and a lot of people were walking around downtown.
The decay of Detroit even extends to the suburbs. I went by the Silverdome, which was still standing unused, over 10 years after the Lions stopped playing there.

Yeah, the last time I was at the Silverdome for a game, I found the whole atmosphere depressing. The city of Pontiac was a hard-ass about tailgating (no open containers). There’s nothing else around there to do. And the Lions sucked, of course.
There’s enough money in some of the suburbs that they remain relatively nice places to live, but that city has enormous problems still.
