Looks like the Green River in the Burien-Renton area. That road to nowhere that deadends on the riverbank has to be a boat launch.
Here’s another clue. That little green thing next to the bridge pillar is a Sani-Can. Why would a Sani-Can be there? Because that’s a gravelled parking area. For what? Bank fishing, launching inner tubes, etc. Also note the white buoys in the river under the left-hand bridge.

SE 216th crosses the Cedar River in Maple Valley – thanks to the Rabbit for his excellent hints.
It’s the Hwy 18 bridge, not SE 216th. The road label for SE 216th bleeds onto the highway but it is parallel to the west-bound lanes of Hwy 18.
