Looks like an all-season go-kart track. It’s somewhere in the northern U.S. where they have deciduous trees, because the leaves are off the trees — looks like early spring in the midwest. Maybe Illinois. There’s a ticket booth on the corner, in front of the barn, and a diner across the street. It certainly could be part of a fairgrounds complex.
I thought go-karts at first, but that would be a terrible design. Every indoor kart track I’ve seen is under a big open-area roof. Exhaust fumes in that tight of a passageway would be unbearable on a busy day.
The little section of bleachers at the top of the photo leans me towards a fairgrounds or school property.

@4 Yeah, that was my thought too, it doesn’t like right for go-karts. If there was a wreck you couldn’t get to it. It’s too level to be a luge training track. I don’t think it’s an animal chute. Roller rink track? Nah. The chute in the left foreground has to be a clue, but I can’t visualize what it’s for.
Maybe it’s a track used for tapeworm races.

Okay, well here’s one possibility, let’s say you want to build an indoor jogging track of a certain length, but you have a limited amount of land to put it on, so the only way you can get the desired distance (let’s say 500 meters) is by looping it back on itself as was done here. You’ve got four 180-degree turns here.
Or it could be some sort of amusement ride, like a tunnel of love, or a wild mouse-type ride on rails. It’s the weirdest-looking shed I’ve ever seen. I couldn’t find anything remotely resembling it by doing a word search on Google.

I’m baffled, but really think it’s a fairground somewhere. I’ve looked through search results of news related to fairgrounds in August, but can’t find this place. My wife thinks it’s some kind of horse training/walking area. (She also thinks I have wasted too much time so off I go.)
It’s “Ye Old Mill” indoor water-ride on the Iowa State Fairgrounds. You can see it on Bing easily enough if you type in “Iowa State Fair”, but I don’t know the procedure for getting an official address. One of my guesses turned out to be right; I just didn’t have the location.

My guess of 500 meters was almost right on the money, too:

@18: Thanks, although once it was narrowed down to “fairgrounds”, it pretty much had to be Iowa (corndog eating) or Indiana (stage collapse.) I tried Indiana first..
